WhatsApp Business API Pricing United States 2026: How Meta Charges and What to Budget
What Meta charges U.S. businesses on the WhatsApp API in 2026: per-message model, 1,000 free service messages from Oct 1, AI agent cost and opt-in rules.

Meta charges U.S. businesses on the WhatsApp Business Platform (the API) per delivered message. The rate depends on the market (the United States sits in Meta's "North America" group, together with Canada) and on the category: marketing, utility, authentication or service. Since October 1, 2026 each business phone number gets 1,000 free service messages per month and pays from the 1,001st. Meta Business Agent, Meta's own AI agent, costs 2.00 USD per million tokens, about 4 to 5 cents per message by Meta's estimate. The USD rates per category sit in Meta's rate card.
Updated October 29, 2026.
Is the WhatsApp Business API the same as the free WhatsApp Business app?
No. Meta's FAQ calls the WhatsApp Business app a "free-to-download app" for "small businesses to communicate with customers from a single device", "free to use" with "limited customization." The WhatsApp Business Platform (the API) is for "medium and large businesses to chat with customers at scale" through "programmatic access to WhatsApp." You onboard through a Meta partner ("they handle the technical setup") or integrate directly.
| Business app | Business Platform (API) | |
|---|---|---|
| Who Meta says it is for | Small businesses, one device | Medium and large businesses, at scale |
| Cost | Free to download and use | Per delivered message |
| Automation Meta lists | Greeting and away replies, product showcase, business profile | Approved templates, automated flows, AI tools, routing to a live agent |
In my view: if you are researching pricing, you have outgrown the app, which has no API for an agent, a CRM or a booking system.
How does Meta charge for WhatsApp Business Platform messages in 2026?
Meta's developer pricing page: per-message charging since July 1, 2025, and "Businesses are only charged when a message is delivered. Meta does not charge for messages sent." The categories:
- Marketing: templates for promotional objectives.
- Utility: templates for transactional or informational objectives.
- Authentication: templates for identity verification objectives.
- Service: any non-template message not powered by Meta Business Agent, that is, your free-form replies.
- Meta Business Agent: any non-template message powered by Meta's agent, billed by tokens.
The 24-hour window decides which one you can send. The Business Messaging Policy: you may reply without a template "as long as it's within the 24-hour customer service window, which opens and resets with each user message"; outside it, "you may only send messages via approved Message Templates."
What changed on October 1, 2026?
Three things, per Meta's pricing page:
- Service messages have a cap. "Meta provides every business phone number with a free tier of 1,000 service messages per month" and "Meta charges as of the 1,001st service message per month, after the free tier has been used."
- Utility templates inside the window are charged again. Meta's page records that the pricing type for utility messages sent in an open customer service window changed from
free_customer_servicetoregularas of October 1, 2026. - A payment method is needed beyond the free tier. Meta: "For any Solution Provider or directly-integrated businesses that do not have a payment method on file by September 30, 2026, Meta will stop delivering service messages as of when they become charged on October 1, 2026."
One caution: on October 29, 2026 the commercial pricing page at whatsappbusiness.com still said "we do not charge for service messages, or for utility messages businesses send in response to users", and the FAQ there said both "the first 1,000 conversations per month are free" and, effective October 1, 2026, "first 1,000 service messages are free each month." Budget from the developer page.
What does Meta charge per message in the United States?
Meta's rate card on the pricing page groups the United States (US, +1) and Canada (CA, +1) as "North America", 2 markets with one rate per category. I quote no USD rates here: open it, pick North America and copy each category's rate into your own sheet, with the date, because Meta revises them.
Twilio's changelog of March 5, 2025 states that "Starting April 1, 2025, Meta will block all WhatsApp marketing messages sent to U.S. phone numbers (+1 area code)", that such templates "will fail with error code 63049", and that "Meta has not provided a timeline for re-enabling this use case." Meta's pricing page says nothing about this and still lists a marketing category for North America. Before planning a promotion to +1 numbers, ask your provider in writing whether marketing templates are delivered today.
How much does Meta Business Agent cost?
Meta's overview says the agent handles conversations "24/7 in your brand voice on WhatsApp", takes "business information, FAQs, websites, and files", connects to "your own APIs and webhook subscriptions", and can "pass control between the agent and your app."
Price, from Meta's pricing page: "One global rate of $2.00 USD per 1 million (M) tokens." Meta adds that a message typically consumes 20,000 to 25,000 tokens, which it translates to approximately 4 to 5 cents USD per message. They form their own category, outside the service tier.
Eligibility, from the overview: number managed through the Platform, account in good standing, business in an eligible country, no other AI agent on that number, and Meta's trust and verification requirements met. Industries: "all verticals are supported except Finance, Government, Health, Alcohol, Gambling, over-the-counter drugs, and matrimony services." The page does not list the eligible countries; confirm in your Meta account that a U.S. business qualifies.
In my view: cheap next to a person's time, but an agent on your own model gives you control over what it says, stores and hands off. More in WhatsApp AI agent for U.S. businesses with Latino customers.
What would a month on the Platform cost?
This is arithmetic, not a quote: replace every bracket with a number from Meta's rate card or your own data.
- Service: ([S] free-form replies minus 1,000, if positive) × [North America service rate].
- Utility: [U] delivered × [North America utility rate], including those sent inside the 24-hour window.
- Authentication: [A] delivered × [North America authentication rate].
- Marketing: [M] delivered × [North America marketing rate], only if your provider confirms delivery to +1 numbers.
- Meta Business Agent, if used: [tokens] ÷ 1,000,000 × 2.00 USD, or roughly [agent messages] × [0.04 to 0.05] USD.
Add what Meta does not bill: your Solution Provider's subscription, your AI model if you skip Meta Business Agent, and development time. In my view: run this with your last three months of inbound chats before choosing a provider.
What permission do you need before messaging U.S. numbers?
Meta's WhatsApp Business Messaging Policy (last updated September 23, 2026): "You may only contact people on WhatsApp if: (a) they have given you their mobile phone number or username; and (b) you have received opt-in permission from the recipient confirming that they wish to receive subsequent messages or calls from you." You must "respect all requests (either on or off WhatsApp) by a person to block, discontinue, or otherwise opt out", and you are "responsible for and must secure all necessary notices, permissions, and consents", including "maintaining a published privacy policy", and for "complying with applicable law."
U.S. law adds 47 CFR 64.1200, the FCC's Telephone Consumer Protection Act (TCPA) rule. Paragraph (a)(2) restricts calls that include an advertisement or constitute telemarketing, made with an automatic telephone dialing system or an artificial or prerecorded voice, without "prior express written consent of the called party." Paragraph (f)(9) defines that consent as a signed written agreement (an electronic signature can count) that discloses the person "is not required to sign the agreement (directly or indirectly), or agree to enter into such an agreement as a condition of purchasing any property, goods, or services." Paragraph (a)(10) accepts revocation by "any reasonable method", including the words "stop", "quit", "end", "revoke", "opt out", "cancel" or "unsubscribe", to be "honored within a reasonable time not to exceed ten business days."
This is not legal advice. Whether and how that rule reaches WhatsApp messages, and what your opt-in should say, are questions for an attorney licensed in your state. In my view: keep the date, wording and number of every opt-in, and make any opt-out word, in English or Spanish, stop the agent.
Frequently asked questions
Is the WhatsApp Business API free in the United States?
No. The app is free; the Platform charges per delivered message. Since October 1, 2026 the only free tier is 1,000 service messages per number per month; marketing, utility and authentication templates are charged from the first one.
Does the free tier of 1,000 service messages accumulate?
No. Meta's pricing page: "Unused service messages in the free tier do not roll over to the next month." The tier is per business phone number.
Can I send promotions to U.S. numbers on WhatsApp?
Meta's rate card lists a marketing category for North America, but Twilio reported in March 2025 that Meta would block marketing templates to +1 numbers from April 1, 2025, with no timeline to re-enable them. Confirm today's status with your provider.
Do I need a payment method if I stay under 1,000 service messages?
Meta says it "will stop delivering service messages as of when they become charged", that is, from the 1,001st; the sentence does not say the free tier stops. Add one before launch anyway, or a busy month past 1,000 reaches no one.
